The Mayor’s Fund to Advance New York City invites eligible artists, designers, organizations, and non-profits living or operating within the City to propose temporary design solutions to renew the surface treatments at all five plazas and smaller ancillary spaces located on Broadway from 47th to 42nd streets. These temporary surface treatments will enhance the plazas while a long-term capital reconstruction project is initiated for the Bowtie beginning in 2012 in partnership with the Department of Design and Construction.   The final selected design shall be translated into a surface treatment by a contractor selected by the New York City Department of Transportation. The selected artist shall be awarded a design fee in the amount of $15,000 to be funded by the Mayor’s Fund. The design is expected to be installed by mid-July. The temporary treatment will remain in place for approximately eight months and will be monitored and maintained by the Times Square Alliance. The deadline to submit proposals is Friday, April 16, 2010. Questions and answers will be posted to this website. Details on how to submit questions are contained in the RFP.    The design competition is project of New York DOT in partnership with the Times Square Alliance.  As Business Improvement District for Times Square and Broadway Theater District, the Alliance has conducted a number of studies regarding the pedestrian spaces of Times Square and produces public art projects and events.  Information on these activities is available at http://timessquarenyc.org/arts.

INTRODUCTION

Times Square, one of New York’s most vibrant destinations, attracts over 350,000 pedestrians each day, more than anywhere else in the city. It is home to 39 Broadway theatres, 35 hotels (housing 25% of Manhattan’s hotel rooms), 250,000 employees, various cultural and commercial events, public broadcasts and film shoots, as well as the world famous Macy’s Thanksgiving Day Parade and New Year’s Eve Ball Drop. The streets of Times Square are filled with people 24/7 gazing up at the bright lights and billboards as well as the constantly changing images projected from LCD screens. People are also attracted to the area’s retail including several flagship stores for national chains, destination restaurants, and of course, Broadway theatres.

"Times Square—a place where creativity and boldness are always on display—is increasingly becoming a place for public art and creative innovation in the public realm," said Tim Tompkins, president of the Times Square Alliance. "This initiative will bring a whole new category of creative energy out into the street for all the world to see."

"reNEWable Times Square," challenges artists and designers living and working in New York City to think boldly about their vision for the temporary plazas, carefully weighing design components along with factors that will enhance pedestrians' experiences and improve the setting for the many trademark events Times Square houses annually, such as serving as the anchor for New Year's Eve celebrations around the country. Designs also must accommodate different "use zones" such as fire lanes, crosswalks, seating areas and pedestrian zones. All professional artists and designers living or working in New York City may apply, and the selected artist/designer or artist/designer teams will be responsible for the final design and overseeing the installation.

 

ARTIST ELIGIBILITY

All professional artists and designers living or working in New York City may apply, and the selected artist/designer or artist/designer teams will be responsible for the final design and overseeing the installation. The winning design will be selected by a jury composed of representatives from the DOT, Times Square Alliance, the Mayor's Office and the Design Commission as well as one outside artist or arts advisor. The applicant selected also will receive $15,000 fee from The Mayor's Fund, and the budget for the temporary treatments will be within an existing DOT contract.

 

SUBMISSION GUIDELINES

The deadline to submit proposals is April 16, 2010. The design is expected to be installed by mid-July. The temporary treatment will remain in place for approximately eight months and will be monitored and maintained by the Times Square Alliance.  Download the Request For Proposals for this competition.    

Applications should consist of the following materials to be evaluated:

1. Application Form (available on page 9 ofRequest For Proposals);

2. Maximum of one (1) conceptual design in plan view (See Appendix A); one (1) detail drawn-to-scale with measurements of a single block (45rd to 46th streets); and three (3) Photoshop renderings using images in Appendix B; and

3. Maximum of five (5) images of past work with associated image list that should include title and date of work, media, location and dimensions (H x W x D).

II. All submission materials may be provided on a CD or in hardcopy. DOT strongly prefers submission on a CD.

III. Please adhere to the following specific submission requirements:

1. Files contained in Appendix A and B shall be downloaded on this site or through DOT’s Urban Art Program website in order to superimpose a conceptual design directly onto the image.

2. All images shall be submitted by Proposers as follows;


A. For JPG submittal;

a. All images but full site plan: 10 x 7.5 inches size at 150 dpi at medium setting; maximum of 500 KB per image; and
b. Full site plan: 17 x 9 inches at 300 dpi at higher setting; maximum of 5 MB.
