Director of Public Safety & Quality of Life
The Times Square Alliance seeks a seasoned and creative manager to lead and transform its Public Safety Division as it changes to reflect a new emphasis not only on Public Safety issues but also on a range of Quality of Life issues affecting public spaces in the Times Square area.
This Division has historically been know as the Pubic Safety Division and has been modeled on police patrol practices and management paradigms, reflecting historic concerns about crime and safety in Times Square. However, as the crime rate has dropped, the Division’s 50-odd employees have found themselves performing a broader range of functions, including:
- Providing helpful, accurate information to tourists and other visitors to Times Square, and serving as ambassadors;
- Continuing to contribute to the perception and achievement of safety in the Times Square District by being a uniformed presence on the street;
- Keeping a sharp eye out for suspicious activity, in support of anti-terror programs in the Times Square district;
- Surveying ground-floor retailers about quality of life conditions on the streets and sidewalks; summarizing the nature of those complaints; following up on them where possible and then reporting back;
- Monitoring physical conditions in the district (e.g. broken streetlights, potholes, illegal refuse) and collaborating with other Times Square Alliance staff to ensure that streetscape problems are reported and addressed promptly by the appropriate city agency or property owner;
- Helping to manage and direct crowds on sidewalks and streets whenever there are small or large public gatherings;
- Informally resolving consumer complaints if electronic retailers engage in improper business practices;
- Monitoring, managing and helping to enforce street vending rules;
- Monitoring and reporting on homeless conditions and strategizing about how to address them.
In short, our officers have found themselves performing activities that are more complex than being a simple “security guard on the street.” This presents excellent opportunities for them to be more engaged by not only what they do, but also suggests some different ways of managing, evaluating and training them. Concurrently, the Director should focus in a systematic way on building teamwork and respect among the officers.
Duties
The Director has full responsibility for the operations, programs and outcomes of the Division of Public Safety & Quality of Life and directs the work of what are currently six supervisors. Perhaps, most importantly, the Director will collaborate with the President and Vice President of Operations to develop new goals, operational procedures and methods for monitoring the performance of the Division. The Director will also work with the Manager of Public Space to oversee and monitor Duffy Square and the Broadway Plazas.
Substantively, the Director will work to ensure that the Division (a) continues to be effective in supporting efforts to limit street crime; (b) engages in a variety of efforts and programs to monitor and improve quality-of-life conditions on streets, sidewalks and pubic spaces; (c) devises, implements, and coordinates efforts by the Alliance and its public and private partners to support anti-terrorism efforts and first responder capabilities; (d) serves as a welcoming and helpful presence for tourists and visitors to Times Square; and (e) collects, analyzes and disseminates information related to carrying out the previous functions.
The Director will report to the Vice-President of Operations and will also interact extensively with the President in the first year on the job as the Division is being reformulated.
Qualifications
The successful candidate will be an effective, detail-orientated manager who is also an original thinker eager to re-examine existing practices and propose new strategies for achieving the goals of the Times Square Alliance.
- Experience working with a diverse workforce is desired;
- Comfortable building and managing systems, using data to understand problems, and upholding high standards of accountability;
- Excellent oral and written communication are essential;
- Experience working in public safety or collaborating closely with the NYPD, while not required, would be an asset;
- A minimum of a college degree is required and some graduate work would be ideal;
- Demonstrated success as a supervisor in a previous job is required.
Compensation
The Times Square Alliance is offering a very competitive salary and excellent benefits, including health and dental insurance and generous vacation allowances.
